Non Starter

오늘은 Non Starter에 대해서 정리하고자 한다.

이곳 호주에서는 Non Starter를 Steward가 지정할 수 있다. 규정을 살펴보면 아래와 같다.

 

AR 128. (2) If any horse starts from an incorrect barrier stall, the Stewards prior to the declaration of correct weight may confirm the official order of placings, declare the race to be void, or declare any horse concerned a non-starter.

 

AR 134A. If in the opinion of the Stewards any horse was riderless at the time a start was effected, or was encumbered by equipment applied with the permission of or at the direction of the starter, or if a horse was denied a fair start and such occurrence materially prejudiced the chances of that horse finishing in first, second or third placing, the Stewards may declare such a horse to be a non-starter and may make such order regarding betting as provided for separately in the Rules of Betting. Provided that a horse which is ultimately declared first, second or third placing in a race shall not be declared a non-starter.

 

요약하자면 출발시 허용된 장비나 출발위원의 지시나 공정하지 못하게 출발하였고 이런 방해상황이 해당마가 3위안에 들어오는데 영향을 미쳤다고 판단되면 Steward는 후검량 확정 전 해당말에 대해 Non-starter로 지정할 수 있다. 이 때 해당말에 대해서는 환급조치가 이루어진다. 물론 말의 악벽으로 인한 출발불량 등은 제외된다.

 

실제로 2013년 2월 27일(수) Canterbury Racecourse에서 Non Starter 상황이 발생하였다.

 

Prior to the declaration of correct weight, the Stewards viewed the official patrol films in relation to whether I’m Mary Too was afforded a fair start. After taking evidence from starter Mr W Dale, jockey C Reith and trainer Mr K Lees, the Stewards ruled that I’m Mary Too had been denied a fair start when it was established that, prior to the start being effected, the mare lunged forward and struck the front of the gate, resulting in its head making heavy contact with the barrier structure, as it was being restrained by the barrier attendant. Stewards subsequently ordered that all monies placed on I’m Mary Too be refunded in full and with regards to betting with bookmakers all successful wagers made on the race to be subject to the following deductions in the dollar on the face value of the ticket:
1st) Quick’s The Word less 6 cents win, 6 cents place
2nd) Spellbinding less 10 cents place
3rd) Lisa Lost It less 7 cents place
A post-race veterinary examination of I’m Mary Too revealed the mare to have sustained lacerations to both nostrils and swelling over the nose. Trainer Mr K Lees was advised a veterinary clearance would be required prior to I’m Mary Too racing again and it would be required to gallop over 1000m in front of the Stewards or barrier trial to their satisfaction.

상황은 출발직전 1번마가 출발대 앞문으로 돌진을 하였고 이에 놀라 막으려고 출발보조원은 말 고삐를 잡고 있었다. 이 때 출발대 문이 열렸고 해당마는 출발보조원으로 인해 출발을 제때 하지 못한 상황이 발생하였다.

상황을 인지하고 Steward가 관련 증거를 수집하고 판단한 결과 이는 Non Starter에 해당하여 해당 말에 대해 환급조치를 시행하였다.

 

우리나라에서는 이런 경우 규정에 따라 출발불성립을 성립하고 경주를 제개해야 하며 출발불성립의 선언주체는 출발위원이다.

사실 현실적으로 위와 같은 상황에서 현장에서 출발위원이 출발불성립을 선언하기는 어렵다. 시간적으로도 불가능하며 육안으로 이를 식별하기는 참 어렵다.

또한 이러한 상황으로 경주를 다시 실시하는 것도 합리적이지 못하다.

실제로 우리나라에서도 출발대 문을 들이받아 출발대 문이 늦게 열리면서 출발이 늦었던 상황이 있었지만 아무런 조치없이 확정을 하여 민원에 시달리기도 하였다.

이렇게 Non-Starter 제도를 운영한다면 보다 현실적으로 경주를 운영할 수 있을 것 같다.
