경주중 치명적 손상마에 대한 후속조치

호주에서는 경주중 치명적 손상마가 발생하게 되면 Steward에 의한 심의가 이루어진다.

우선 기수의 진술을 청취하고 보통 안락사된 마필에 대한 부검을 실시한다.

부검은 수의위원을 통해 수의과대학으로 보내져 정밀한 부검을 실시한 뒤 그 결과가 Steward에게 보고된다.

이후 조교사의 진술을 청취하여 모든 증거를 통해 치명적 손상에 대한 원인을 규명하도록 노력한다.

이렇게 하는 이유는 우선 경주중 치명적 손상이 어떤 원인에 의해 발생되었는지를 최대한 밝혀내려고 하는 것이고, 또한 이런 사고가 발생되지 않도록

예방조치를 조교사가 충분히 취했는지를 확인하는 것이다.

물론 대부분의 사고가 우발적으로 일어나지만 경주마가 이전에 기왕증이 있었는지, 경주직전에 상태가 어떠했는지, 부검결과 사고의 원인이 무엇이었는지

등을 Steward가 정밀히 심의하고 그 결과를 언론에 공개한다.

NSW에서는 1년에 10건에서 20건 정도 이런 사고가 발생한다고 한다. metropolitan과 provincial 경마가 1년에 2000경주가 조금 넘으니 경주중 사고발생율은

우리나라보다 현저히 적다고 할 수 있다.

잔디주로여서 사고율이 낮을수도 있지만 이렇게 원인규명을 철처히 하고 말에 대한 관리가 잘 이루어지는 것도 원인일 것이다.

 

우리나라도 심판부서와 수의부서가 협의하여 경주중 치명적 손상마에 대한 후속조치를 강화하면 어떨까한다.

Race 7: Canterbury BMW 33 Year Old Handicap 1900m – The Stewards today concluded an inquiry into the reason that In Excess broke down and was subsequently euthanased after competing in the aforementioned event. Evidence on the evening was taken from rider K O'Hara and today evidence was taken from stable foreman Mr James Cummings and Racing NSW Senior Official Veterinarian Craig Suann. Following a report tendered in evidence from the University of Sydney Veterinary Teaching Hospital of the post mortem examination, the Stewards confirmed that In Excess fractured both proximal sesamoids of the off foreleg. Veterinary treatment records from the stable were also tendered and a urine sample collected during the autopsy has been sent to the Australian Racing Forensic Laboratory for analysis. on examination of the veterinary records, the Stewards were satisfied that there were no lameness issues leading into the race that contributed to the injury.
