이 단어는 경주전개상 앞에 말을 두고 경주를 전개한다는 뜻이다. 대부분의 마필들은 경주를 전개할 때 앞에서 달려주는 말 뒤에서 편하게 경주를
하는 말들이 많다. 따라서 우승이 유력한 마필 뒤에서 with cover로 경주를 전개하는 것이 유리하므로 이를 경주작전으로 세우기도 한다.
